How can this be.....

Do they have amnesia?

Is it testilying?

Is it perjury?

Based upon the fact that this sign was permitted to obstruct the entire sidewalk very close to the main intersection in the Borough of West View, during the months I was receiving tickets for "sidewalk obstruction" while parked on my own property,

the only logical explanation seems to be that some members of the Police Department in West View are just totally unobservant.
