Dennis A Watson is President of the prestigious Pittsburgh law firm Grogan Graffan, PC. .I certainly would not use words like ethical, honorable, fair and principled to describe this man. It seems that nothing else mattered when attempting to save face for a connected-oneA, cHARLES hOLTGRAVER, the police chief.

. Long before I purchased the building in 1970, parking in front of the building at 479 Perry Highway was usual, typical and routine for customers, family, friends and suppliers. More importantly parking predated the existing zoning code, thus it was grandfathered, and not subject to current zoning ordinances. "It's Elementary, My Dear Watson" There was never a need to document the everyday, routine aspect of vehicles parking in front, until cHIEF hOLTZGRAVERA came on the scene. .

This picture was taken prior to April of 1970, when Angel Studio relocated to 479 Perry Hwy. On the close-up you can see tracks of tires from cars whch pulled into the parking area in front of the Color Shop. This picture shows the parking area, in front of the building. Lines were painted to call attention to the drop-off, which was hard to see from inside vehicles. Nevertheless, cars sometimes would go over that edge and get caught, or scrape bottom. Subsequently, the parking area was replaced and leveled, specifically to avoid having customers' cars become immobilized when scraping bottom. Evidence of the scrapes and resulting erosion of the asphalt can readily be seen on the close-up. click here or on image to see close-up of lined area.

Not only did Pittsburgh Attorney Dennis A WatsonA (President of the prestigious Pittsburgh Law firm, Grogan Graffan P.C.) not accept the above photographs as being credible, but he likewise refused to accept the corroborating testimony of neighbors, customers as well as people who resided there, and whom all had testified they had parked there for nearly three decades. SHAME! .

 

Over the intervening years additional photographs have been found which further corroborate the testimony given and the facts presented at the wEST vIEW Tribunal, chaired by Pittsburgh Attorney Dennis A Watson, President of the prestigious Pittsburgh law firm Grogan Graffan, P.C. It seems quite evident that Dennis A Watson, Pittsburgh Attorney and President of Grogan Graffan, P.C. would not have accepted these as being credible either! .I certainly could not use words like ethical, honorable, fair and principled to describe this man. Someone must have a picture... please! From 1988 when the studio was sold, until the early 1990's, the new owner and his wife often parked in front with their van. Their customers parked there as well. He and I had a mutual agreement that the front space went with the business, unfortunately I have been unable to find any photos.

This picture is date stamped August 25, 1995, and shows my granddaughter who was born in August of 1992. From shortly after her birth until she was over 4 years old, my daughter dropped her off every day for me to babysit. Most times it was my daughter's car that was parked in the front space and we would have coffee or breakfast before my daughter went to work for the day. Once the new owner of Angel Studio closed the business, my daughter always parked in front, particularly during inclement weather, and she used the convenience of the front door. He sure was a credible witness, wasn't he!

During the mid-eighties. this vehicle sat in front of 479 Perry Highway with for sale signs on it from sometime before memorial day, to sometime after July 4th with "for sale" signs on it. This photo, taken at North Park, was more pleasing than if it had been taken in front of Angel Studio with "for sale" signs on it. Just where were the authorities and their collective keen sense of observation, as this shameful flag display was there for all to see....deteriorating, little by little, into a torn rag over many weeks? As Borough trucks "loaded and unloaded" below... as many borough officials themselves "unloaded and loaded" from their vehicles....and as many of the people who falsely testified at the Zoning Board hearing drove by in their vehicles... this flag turned into a streaming rag over a period of weeks, right under their eyes. (And right next door to the property they claim to have so keenly observed) Just where were the keen eyes of Borough Officials, including the cHIEF of pOLICE? (the authorities with such a keen sense of observation and the audacity to testify that cars never routinely parked in front of 479 Perry Highway) They couldn't see this disrespectful example of a flag displayed and lighted 24/7. And…they they never noticed the hundreds/thousands of cars parked in front of 479 Perry Highway over a 30 year period.

Just where was their keen sense of observation on May 27, 2002, during the Memorial Day parade, when they rode directly past this shameful flag display? Night and day from before March 10, 2002 well into June (over THREE months), once more there has been a flagrant disrespect for the flag in the Borough of West View. Just where were the keen eyes of Borough Officials, including the cHIEF of pOLICE? (the authorities with such a keen sense of observation and the audacity to testify that cars never routinely parked in front of 479 Perry Highway) They couldn't see holes in a flag displayed 24/7 for more than THREE months, right next door, and…they said they never noticed the hundreds/thousands of cars parked in front of 479 Perry Highway over a 30 year period.

(the authorities with such a keen sense of observation and the audacity to testify that cars never routinely parked in front of 479 Perry Highway) They couldn't see tears in a flag displayed 24/7 for more than TWO MONTHS. And…they said they never noticed the hundreds/thousands of cars parked in front of 479 Perry Highway over a 30 year period.

In one word, my conclusion about the wEST vIEW Officials, who testified.... ....and those that should have. * *Simply Liars In My Estimation

             

AThe marriage between West View Borough and West View Water ....creates an unhealthy situation through nepotism.. ....Family members of Officials as well as board members having direct ties between ....West View Borough and West View Water Authority make for strange bedfellows. ....The President of West View Council, Daniel M Daugherty, ....and the Executive director of the Authority are the same individual. ....Daniel M Daughterty is also the Chairman for the Democratic party of wEST vIEW, ....where Deanna Ebbert was a member ....Deanna Ebbert has direct family ties to the Water Authority ....cHARLES hOLTGRAVER, police chief has direct family ties to the Water Authority ....Former Police Chief Laird Kircher has direct family ties to the Water Authority ....The Borough Solicitor Fred E Baxter and the Attorney for the Authority are the same individual. ....The Borough Solicitor and the Zoning Board Chairman, ....Pittsburgh Attorney Dennis A Watson were Law Partners. ....Employees of the Authority hold positions on key Boards and commissions, such as the Zoning Board. ....Witnesses at Zoning Board hearings, with strong ties to the Authority are not unbiased. BNumerous people are able to corroborate this statement. C During the hearing before the wEST vIEW Tribunal (AKA wEST vIEW Zoning board, I heard the ....reference to "loading and unloading", over and over again, from wEST vIEW officials describing ....why cars sometimes were in front of 479 Perry Hwy. At the time, it seemed to me that it was used ....so often, that it must have been a case of witness preparation, by Fred E Baxter, Pittsburgh attorney. ....In retrospect there was some validity to the "loading and unloading" comment. ....After all, people WERE being unloaded and loaded, as they went in and out of the building.
