Unfortunately, we, white and blacks, play right into these hate groups hands, and we do not even realize it. I do not dislike anyone for their skin color but for their personality, what they stand for morally, ethically, and spiritually. If they are good deep down in their hearts, is what really counts and makes a difference, not the color of their skin. And I am not saying to be perfect, we are human ,therefore we are fallible. The ideological, cultural and racial motives you cite for hate are not particularly sound. The reason you likely believe in them is that you were schooled by nineteenth century standards that base judgement on ideological fundamentals worshipping mankind as God's crowning achievement rather than empirical analysis.
The primary reason organisms contest with one another for status and resources is encroachment on territorial imperatives. One result is "hate" behaviour and attitudes.
The easy read on this is Desmond Morris's The Naked Ape.
The root problem is overpopulation.
Too many minority representatives ignore this issue or brand the claim racist privilege or crypto-eugenics. And all of these issues will be swept away by the consequences of synthetic gene manipulation.
"We" may "not be God" but we have far too many of his ( or is it her? ) tools already in hand to ignore our supreme position of ability obverse with responsibility.

Y'can't solve the tragedy of the commons until you admit the commons exists. Relying on free commerce in the name of enlightened self interest to float all boats is like relying on the rain to sweep the streets. Only a catastrophic flood can do the job but leaves more trash than it removes.
Stewardship yields resolution, however painful and slow; speculation means more "hate" crimes in response to inequity of resource distribution. Hate is needed to prolong gains from controlling inequity.
Do dominant humans in global culture intentionally promote hate to preserve their resource dominion?
They certainly do when they teach and reward racial profiling as an effective method for police to protect property ownership rights as the most important of civil rights.
