Right. In that case the green dragon on the surface just knows about him because it's been 30 years and he makes it his business to find out about draconian colleges/rivals.

Your "world surrounded in darkness" will of course be either the Plane of Shadow or a world very close to it. (Assuming 3rd edition D&D rules.)
