It appears a new trend is emerging among the welfare dependent sub-culture. When a couple with 2 or more kids split, they split up the kids. That way both parents get to claim full benefits of being a sole parent, and CSA predations are minimal.
Child support is offset between the 2 parents and in most cases nothing is payable, although if one parent gets rent assistance there may be an amount of around $0.40 a month which the CSA will collect and process at the taxpayer's expense.
To all intents and purposes CSA leave them alone apart from the monthly junkmail (again at taxpayer's expense)
I know of one couple who, while officially living in separate houses, may as well still be a couple. The antithesis of Centrelink's living separated under one roof, married under 2 roofs.
And I see no way the government can do anything about this rorting without legislating that all the children must reside with one parent upon separation. Sadly, I would not put it past any Australian government to do just that.
