Basically because the otherwise unemployable lawyers in CSA's Change Of Assessment Teams are unaccountable for their decisions, and they are employed by the Tax Office.
COAT are not bound to rules of evidence and give scant regard to the rules of procedural fairness.
The only recourse from CSA's COAT kangaroo court is to apply to Family Court for a departure.
That is cool because at least you get a fair and impartial hearing in court.
We consider the CSA Change Of Assessment process to be a nuisance set of red tape to negotiate before one can seek a court order to remove the CSA from one's life.
