1. Re your overpay.

CSA are very reluclant to refund overpays. The policy is to convince you that they will refund it back to you but will try to get it back from her first. The problem is that they do nothing about it. They have over $15 million dollars in overpays and they do nothing to collect the debits of the payees. They wont even take their Tax refunds nor do they in most cases inform the other party about the debt.

If you have an overpay credit you must be more assertive and request a refund and claim compensation for the lost interest. They have a policy that if the payer (the non custodial parent) requests the refund then they have to refund it.

Remember that when CSA became involved with collecting your maintenance the maintenance debt was legally owed to them. If you have overpaid them then they are legally required to refund it assoon as practiable. The refund to you has got nothing to do with the payee (custodial parent)

2 As for having control of the payments that go to the custodial parents, you should ask about what they call prescribed NAPS. It will give you some measure of control but not 100%.
