her name and on her behalf.

lNSTRUMENT OF AUTHORISATION CHILD SUPPORT In the exercise of the powers and functions delegated to me by the Acting Commissioner of Taxation in his capacity as Acting Child Support Registrar by instrument of Delegation signed and dated on 24 December 1998, I, Catherine Ann Argall, National Program Manager (also known, for the purposes of child support, as the Deputy Child Support Registrar), Child Support Agency, Department of Family and Community Services, hereby authorise all persons from time to time holding, occupying or performing duties of the Child Support Agency of the Department of Family and Community Services, to exercise in the course of their duties, in my name and on my behalf, all of my powers and functions including those under the Acts and Regulations made under those Acts listed in Schedule 1and subject to any limitations specified in Schedule 2, and excluding those provisions listed below. 1. For the purposes of these Authorisations, officers who are Graduate Administrative Assistants have the same authorities as an officer at the Administrative Service Officer Class 3 level. 2. The power of access under section 61 of the Child Support (Registration and Collection) Act 1988 is not dealt with in schedule 2. Officers authorised to exercise the access powers will receive a separate wallet authorisation signed by the Regional Registrar. 3. The power to make determinations under Part 6A of the Child Support (Assessment) Act 1988 is not dealt with in Schedule 2. Child Support Senior Case Officers have a separate delegation to exercise these powers. 4. Any notes following any specific function contained in the schedule must be acknowledged and the content of the note adhered to. 5. This instrument of authorisation replaces the previous instrument of authorisation dated 1 July 1997, and that instrument of authorisation is hereby revoked. Now, if we refer back to the Schedule to Simpon's delegation, we note that Simpson delegated to the Deputy Child Support Registrar, not National Program Manager. Furthermore, this instrument of authorisation appears to authorise public servants to act in the name of the National Program Manager, not the Deputy Registrar.

AUTHORISATIONS SCHEDULE 1
The Acting Child Support Registrar has delegated all of his powers and functions under the Child Support (Registration and Collection) Act 1988 to the National Program Manager (also known, for the purposes of child support, as the Deputy Child Support Registrar), Child Support Agency, except those powers and functions under sections 11 and 15. The Acting Child Support Registrar has delegated all of his powers and functions under the Child Support (Assessment) Act 1989 to the National Program Manager (also known, for the purposes of child support, as the Deputy Child Support Registrar), Child Support Agency, except those powers and functions under sections 147 and 149. |
Note that Argall claims the National Program Manager is known as the Deputy Child Support Registrar. Not once does she purport to actually be the Deputy Child Support Registrar.
SCHEDULE 2 contains a list of functions and
the various grades of public servant which are authorised to perform those
functions.
